This happen if the Tooltip is enabled and checked.
Try this:
Open Windows Explorer click Tools>> Folder Options>> View.
Scroll down to this option:
[ ] Show pop-up description for folder and desktop items.
Click [OK]

I try to keep my systray sparse, but this notice keeps coming up. I
have
unchecked the notify options in Network properties and have customized
the
local area connection on the taskbar to 'always hide,' but the
'acquiring
network address icon will show up anyway. I am not on a
network....just
one
computer. Sure like to permanently disable this notice. Any way to do
so?

While your computer is in Standby, or when your cable modem is
shutdown,
your ISP will eventually take back your IP address, so when you come
out
of Standby or your cable modem regains connectivity, you need to get
a
new
IP address from your ISP. That's what 'acquiring network address'
means
and its how ISPs manage their IP addresses.
