accsess denied for administrator user

I have Windows XP. After installing SP2 I can not configure my network or
create new network connection. Message is "ACCSESS DENIED YOU DON'T HAVE
PERMISSIONS....", but I am user with administrator privileges. Please HELP!

Are you sure you have the right user permissions and access rights set on
the resource you are trying to acces through the network?
 
You right click on the file/katalog/partition u want to share and go to
"Sharing & Security". There check that "Share this folder" is active, then go
to Security tab. There you set up which users/groups have rights to this
share and what permissions they have in that share.
 
Help! I downloaded Quick Time; unable to open as got message: "Your network
administrator has disabled your ability to write to the system directory. A
more privileged user will need to update Quick Time for you." What do I do?
This is my computer.
