Account Used when Sending Mail

I have several questions about Outlook and will ask one in each of several posts

When I create a new message how does Outlook determine which mail account to use in the From: field? I have several mail accounts because I occasioanally move to other locations (and different ISP's). Even though I set the new mail account as the default when I create a new message it seems to always use another of mail accounts as the From: account. This also happens when I use REPLY to send a message

Outlook uses the default mail when sending an original mail. If you change
the default mail, you need to shut down and restart to make the change
effective.

Outlook will use the account under which the mail was received for forwards
or replies. Since you do not specify the version of Outlook that you are
using, you may or may not be able to change this on the fly.

If you need to post several questions, please report your version of Outlook
in each one as they may not all appear at the same time due to latency for
the news server you may be posting from.
