Account set to Administrator cannot perform Adminstrator tasks

XP Pro, SP3, brand new PC. I set my account to administrator, but cannot
perform administrator functions, such as adding users, changing power
settings, updating registry.
 
Now that you have decided to post this to a different group you should
give the readers all the details. The fact that the computer is a
Domain member might be important... Try removing the computer from the
domain and then rejoin it. If other users don't have this problem then
maybe your profile is damaged, try creating a new one.

It is a member of a domain, and all the other PC's are working fine that I
set up. I did create a new profile with no luck. I moved it to this group
thinking that someone else might really be able to help me. I will try
removing it from the domain and rejoining.

This does sound like a group policy (possibly even the result of a
virus/trojan or malware infection/infestation) issue. I've seen similar
issues with mahcines infested/infected with such things.

You may want to scan for malware (MalwareBytes, SuperAntiSpyware, etc.)

Is this a fresh/clean setup? If not - may be time for it to become one.
