Account pop.west.cox.net err - PLEASE HELP

I've been trying to figure this out on my own. I set up a windows mail
account, the only forum one of my contacts can use, however I can send
messages but not recieve. My error message says 'Account: pop.west.cox.net',
Server: 'pop.west.cox.net' Protocol: POP3, Server response: '-ERR An
authentication mechanism MUST be entered', Port: 110, Secure(SSL): No, Server
Error: 0x800CC90< Error Number: 0x800CCC18.
Can anyone explain this in laymens terms?
Also this is what happens when I log into my mail, I thought maybe I forgot
my user or password information, but... I can still send email and I did
recieve one piece of mail from microsoft.
 
Something is sending a wrong command to the mail server.
My suspicion is that this 'something' is your antivirus program.
Windows Mail is not compatible with most McAfee or
Norton security programs. Those will need to be
uninstalled, not just disabled.

After uninstalling your non-compatible antivirus, download
and install a more compatible antivirus like the free Avast:

Even compatible antivirus programs will need to have their
