Account Operators can't manage other Account Operators account

One account that is "Account Operator" can't manage
another account that is "Account Operator" I get only the
message
" You only have permission to view the current security
information for X. Y."
 
Users that are on the same level of administration cannot administer each
other. This includes operator level users. This was a change that took
place in SP4

Is where a way to workaround this, my customer want's to
have very few Users that is Domain Admins and instead
have many Account Operators.
But my customer want to let Account Operators modify
other Account Operators.
