It appears the domain account lockout policy also affects
the local accounts on computers as well. In other words,
if I attempt to logon to a workstation with a local
account and I reach the invalid login threshold, the
account gets locked out. If that machine is not attached
to the network and this happens, and it has, there is no
way for the user to have the account unlocked without an
admin physically visiting the machine.
