Accidentally selected "Never Install" on download pop-up box...HEL

While surfing on the web I attempted to open a chat window which then
prompted an installation pop-up for java. In haste and not paying attention
I selected the "Never Install" or "Do not install on this machine" option.
Now I am unable to run java applets. I have repeatedly gone to java.com and
installed, uninstalled, re-installed to no avail. How can I undo the "Never
Install"?
 
Also, go to Tools > Internet Options > Advanced tab > scroll down and
make sure that you have check marks in boxes beside Java virtual machine
and Jit compiler under Microsoft virtual machine.

I appreciate the help. I have an inkling that the root cause was when I
performed the following action to the dialog request to download java which I
now believe will ALWAYS prohibit me from being able to install the necessary
JAVA as described below:

Block Downloads from Specific Publishers
Some publishers will go to great lengths to have users install their
programs. You may have experienced a situation in which you were repeatedly
prompted to install a program that you didn't want or didn't trust. Perhaps
you even installed the program just to get the prompts to go away.

Now, Internet Explorer helps you to avoid this situation. With a simple
click of the mouse, you have the option of automatically preventing certain
programs from being installed or run on your computer. This includes an
option to block all software from a specific publisher.
 
How can I undo the "Never Install"?

I'm seeing conflicting information about this.

In one place the suggestion is that you should see something
under the new Manage Add-ons tool. (E.g. press Alt-T,A)

In another place (IE Help search for "blocked publishers")
it indicates that the Options, Contents tab controls this.

Please let us know what you find.
