Tried to format...how? And what is recognized...the enclosure or
the hard drive. If the latter, then try to partition and format it
through Disk Management.

How do I partition a drive?
When I right click there is no option to partition it

Open Control Panel and then Administrative Tools. Under Computer
Management, go to Disk Management. Open it. In the right pane, all
of the identified disk drives should be listed. Proceed accordingly
in a logical manner by going through the Action menu.
