If I want to use an XP machine that is connected to a
cable modem to provide web access for another computer (or
computers via a hub) then does the XP machine act the way
a router would? That is, does only the XP machine need to
pick up an IP address from the server and it then provides
IP addresses for the other machines, or are they all
visible to the server and thus need to be able to pick up
their own IP's from it?

The computer running ICS is the only computer that gets an ip address from
the ISP. Try:

F1 "internet connection sharing" There is lots of info in the XP help file.

Of course I think you'd be better off, ease of installation and
configuration as well as improved security, using a router instead of ICS.
