Accessing Low Level/Hardware Features....

Hello
I would like to know if its possible to develop applications which would have access to hardware on certain levels may be to know the information.Also is it possible to know how & what the file system and may be change it.
 
It's possible, but most of that would need to come from the win32 api where
there aren't .net wrappers. I'm not sure how extensive the .net framework is
regarding this but if it is not available you can always call straight into
win32
