Accessing Linked Tables While in Use

We have an Access file on a network that is regularly being updated. I have
created linked tables in a separate access file that are used to summarize
the data.

I am not able to access the linked tables while the orininal file is already
in use. Is there a setting(s) available so that the linked tables can be
accessed while the original file is in use by another user? I am not making
changes to the original file but only wish to read it.

The other user doesn't have "Full Control" Windows security permissions on
the directory where the database is located, which is locking other users
out of the database. Have the Windows Network Administrator change the
security permissions for all users of the database so that the database can
be used in a multiuser environment.
