Accessing email overseas through Outlook

A friend of mine has asked me if it is possible to sign up to an email account (preferably free) that will permit him to access his email via Outlook when overseas without having to change his POP settings.

I think it is possible but I would imagine there will be a subscription of some sort.

Can anyone help?
 
Why not just get a G Mail or Google Mail account , 100% free and all content stored on googles servers .

Thanks for the response.

I have now looked at Gmail and we are in the process of checking it out as to how good it is in relation to using it in various international destinations without having to change the POP settings every time.

The reason for using and staying with Outlook is because that is where all of his existing data is stored.

I am currently trying it from Spain using Outlook and so far so good.
