(1) In FrontPage 2003, the Accessibility check in the Tools menu seems very
helpful. Is following it all I need to do to make my site accessible?
(2) Considering the newest generation of user-end devices out there
(magnifiers, voice readers, etc.), we don't need a text-only version, do we?
(3) Is it OK to specify font size in my css?
Any other suggestions are welcome! Thanks.

My answers are inline.

No, it's just one tool you should have in your toolbox. I taught an
Accessibility Workshop today and my co-presenter recommended this site: Dive
Into Accessibility - 30 days to a more accessible web site:

No. You only need a text version of a given page if your efforts to make the
page accessible don't work; see:

(3) Is it OK to specify font size in my css?

As long as you specify it in a unit that is resizable - ems is a good
choice.
Any other suggestions are welcome! Thanks.
