Access2003 subform wizard doesnt start with Jet SP8

In the begining Access 2003 was creating subforms with
jet Sp 8 installed. For now 1 week, the sub form wizards
doesnt start. I dont know what is happening.

I have installed the jet sp8 1 month back itself.
I have tried to edit the key in Jet4\engine to 1, but
still no improvement.

any ideas
