Access won't work at all

i am running MS Small Business 2000

access won't run at all. even when i select "new
database" from the programs menu it gives me an error:
"Can't find the databse you specified, or you didn't
specify a database at all.
Specify a valid database name in the command line, and
include a path if necessary."

then the application quits.

i can't open excel files saved as dbase IV, III or II in
access either.

i downloaded the service packs and updates for access
2000 but it tells me:
"The expected version of the product was not found on
your system."

i can't find any updates for MS Office Small Business.

what am i doing wrong?

Small Business Edition doesn't come with a full version of Access. It
includes the Runtime of Access to support some of its utilities. To work
in Access you would need to purchase the licensed version.
