Access window and ldb remain after attempted db close

I'm having a problem with several different databases
(using Access2002; often, but not always, with dbs stored
in 2000 format), where when I try to close them the dbs
themselves will appear to close, but the Access window
itself will not close, and the ldb files remain (and
cannot be deleted except via task manager or log-off).
I keep thinking I've figured out why - odbc links causing
errors, security problems, but nothing seems to be
consistent.
Is anyone familiar with this problem, and does anyone have
solutions or workarounds?

Access minimizes to Windows 95/NT toolbar instead of closing
