Access to User Accounts

I'm trying to help a friend with a problem on her computer. To help
her I need access to the user accounts. On my machine (Home Premium)
I can go to Administrative Tools > Computer Management > Local Users
and Groups > Users and reach the list of user accounts. When she goes
to Administrative Tools > Computer Management on her machine (Home
Basic) there is no "Local Users and Groups" -- strike #1

On my machine I can go to Control Panel > User Accounts and find the
list of some (not all) user accounts. When she goes to Control Panel
there is no "User Accounts". There's a folder with a similar name but
it doesn't have a list of user accounts in it -- -- strike #2

On my machine I can Run "control userpasswords2" and get a Window
named "User Accounts" with a list of the accounts. When she does
this, something odd happens that ends her up at the command line, but
it does not display the "User Accounts" window that I get -- strike
#3, I'm out. That's all I know to do.

Why can't she get a list of users? Does it have something to do with
a difference between Home Basic and Home Premium? Whatever it is, how
do I overcome this?

Dunno, exactly, but you might Google "Enable Administrator Account".
This will show you how to enable the real admin account, plus other
things related to user account management.

Hi Jim,

#1 is because you have a version that has the local user snap-in
(lusrmgr.msc) and she does not. Home versions do not offer that tool, only
business, enterprise, and ultimate do. The other 2 are because there is some
malware on her system interfering with this control.

That may be partially correct, but it can't be entirely correct. I
have Home Premium and it has the all of the features I mentioned in my
OP.

Interesting. I also have Home Premium and I do NOT have Administrative Tools
Computer Management > Local Users

and Groups > Users. You either do NOT have Home Premium, or, if you did an
upgrade from some version of XP that HAS that snap-in, it has hung over.

Well, I paid for Home Premium, it says in properties it's Home Premium
and it came on the computer -- it is not an upgrade.

Well then I do not know why you have that snap-in. It is very definitely NOT
included in Home Premium.
