Access to Tools/Internet Options

I have Windows XP and am the Administrator. When I try to access
Tools/Internet Options, I get a reply that I am not authoriced to change
options and should talk to the Administrator (which I am) -- this function
works in all other profiles. How can I chance the setting to modify my
Internet Options?
 
Use Regedit.exe and search for NoBrowserOptions and remove it.
It is most likely to be here (but not necessarily)
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions
If you are unfamiliar with Regedit, then ensure you know how to
restore your Registry in case of error and it is a good to export any
key before deleting.

Check the startup (Start-Run-MSCONFIG-Startup tab) for any unknown
items if it is reset on reboot.

You might try this snippet from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel" '

I do have Spybot. Where would I find the option to "Protect IO Panel"?

"Protect IO Panel"? No idea.
If you mean "Protect IE Control Panel" then it may depend on the
version of Spy6bot.
If 1.4, try (in Advanced mode) Tools-IE Tweaks and uncheck "Lock IE
Start Page..." and "Lock IE control Panel..."

Sorry Joan, but I don't see how you can do much if you have no access
to the computer, if that is really what you mean.
The fix I gave is for the specific restriction, not for someone who
has no access to a computer.

Have you tried a newsgroup for your operating system?
