Access to the specified device, path, or file is denied

My desktop shortcut have stopped working. I simple get no response
when I double click. If I try to use the shortcut to get to system
properties I get the error message in the subject of this post. If I
try to access anything from program files I get Unable to run this
command. I noticed a post from Tomas Spencer that included the
suggestion of running SFC /purgecache. However, is there a way to run
this on a system that is remote? I wouldn't be able to put the 2k A
server CD in for the scan that immediately follows. I'm fairly
confident this isn't virus related, but I'd like to find a solution
other than reboot.

Any help would be greatly appreciated.
