Access to secure web pages

I have a PC that will not give me any secure sites. i.e. main site then i try
to login. It says unavailable.
 
Hi Cartref,
Try to clear your caches and delete of line files and cookies by goging to
Tools >> Internet options >> General Tab clear history, delete files and
cookies.
Click on Advance Tab,
Scroll down to Browsing;
[ ] Enable third party browsing-extenstion [check]

Security:
[ ] SSL 2.0 check
[ ] SSL 3.0 check
[ ] TSL 1.0 check
and assign the secure websites in the Security Tab in the Trusted sites and
in the Content Tab as well.
Click Ok and refersh and try to connect toa secure website and see if it
solved.

I have now tried everything and I am still getting the same problem.

Evan after downloading all the Reg cleanup/optimize software i could find.

I think I am back to the old favourite ""Fdisk"" and start again.

Try this last step to safe you the hassel of Backup and reinstall.
Open the RUN command and type in the Text Box the following one at a time:
regsvr32 Softpub.dll
regsvr32 Wintrust.dll
regsvr32 Initpki.dll
regsvr32 Dssenh.dll
regsvr32 Rsaenh.dll
regsvr32 Gpkcsp.dll
regsvr32 Sccbase.dll
regsvr32 Slbcsp.dll
regsvr32 Cryptdlg.dll
Then Reboot and see if it helps.
