Access to printers

My problem is that certain users can not access/setup a
network printer, when the user try's to access them a
message appears saying "A policy is in effect on your
computer which prevents you from connecting to this print
queue. Please contact your system administrator".
However there is no policy running on the system, there
is one machine that lets any user setup a printer but
when the user logs on else where he/she is unable to
print.

All users have access to the printers
All machines have access to the system

I have spent hours working on this problem and can not
find an answer, if anyone can help please mail me I will
be most greatful.

What OS is running on the client systems where we are trying to add the Network printers? Are the drivers for the printer we
are trying to add signed?
