Access to Network Properties and Add/Remove Programs

On a Windows 2000 server that I administer, the ability
to access the network properties and add/remove programs
has somehow become restricted. When attempting to open
the Network and Dial-up connections a message occurs that
says "you do not have permission to open the Network and
Dial-up connections properties". A similar error occurs
when attempting to go into Add/remove programs.
The server has several domain administrators and none are
able to open the applets. Even the local administrator
account has lost the ability to open them.
Luckily, the Network connection is displayed in the
System Tray and I am able to manipulate the network
connection that way.
I am looking for information on how one "Could" restrict
this access so that I can attempt to reverse the
restrictions.

Likely a Group Policy (probably Local). Run gpedit.msc and check.
....\User config\Admin templates\control panel\Add/Remove Programs\
Disable Add/Remove Programs = Not Configured
Similar at
....\User config\Admin templates\Network\Network and Dial-up
connections\

expect that is it though, but check there)
