access to internet options denied

when going to Tools, then Internet Options, to put in my
new home page, when I click Internet options, a error box
comes up that says: "This operation has been canceled due
to restrictions in effect on this computer.Please contact
your system administrator." I can get to this page by
accessing View Security report, but when I try to get to
the place you type in the home page, it will not take the
information...I cannot click into it. I was able to put
in default, which changed it to MSN.com

Remove IE Restrictions & Restore Missing tabs

The problem is due to:

1. A spyware. Download Ad-Aware from www.lavasoftusa.com, scan the system
and eliminate the malware products. Re-apply the above fix if necessary.
** Remember to update the pattern file using WebUpdate in Ad-Aware **

(May be caused by a malware called CoolWebSearch. Also, Download:

2. You have enabled SpyBot immunize (protection) feature or any other
similar software
