Access to folders

How can I block someone from accessing the windows folder? My parents have
XP Home Edition which has been upgraded from Windows 98.

My brother is an airhead when it comes to computers and in order to hide his
tracks and in his attempts to do whatever he is trying to do he always ends
up screwing up the computer and deleting files under the Windows folder.

Is there a way of blocking him from this folder without having to purchase
anything?

Step 1: Convert the drive to NTFS:

Step 2: Create user accounts for all users and give your brother a "limited
user" account.

It is possible to manually set permissions on folders using NTFS, but don't
play with the settings on the Windows folder or the system might not boot if
you aren't familiar with doing this. Setting an account to "limited user"
will prevent that person from changing system settings or deleting system
files (such as those in the Windows folder.)
 
how do i manually set permissions....eg letting a limited acces user to be
able to install ive been there once on my computer but i can remember.....I
want to be able to let the rest of my family use my pc and install but not
change any of the speciel features without always having me there to install
it for them.....
