access to defrag their drives and formatting usb

hi i want my w2k domain users to defragment their partitions and be
able to format their USB Flash Memory Mass Storages. how can i do this?

ps : quick formatting a flash drive is most time effective than
deleting
files. and when they want to defragment it says u should have
administrative privilleges to do this.
 
First part. Defragmenting:

Why allow a user to do this. Just set it up to do at a time of day and have
it run at night. you can set the permissions in the task schedualer to run
as administrator.

second part. Flash memory:

If you are using AD as i am, i do not show the C:\ drive at all. but they
do have access to the rest of there drives in My Computer and have full
access to any drive that they plug into there computer, like usb drives.

In your GPO go to User config --> Administrative Templates --> Windows
components --> Windows Explorer --> Hide these specified drives in my
computer

set your settings there. If you plan on hiding the C (local drives) you
could make them an administrator of the computer to allow them to run defrag
if you see fit. That is all up to you. I would set up a test invironment.
I also know that setting users as local administrator could have bigger
problems with computers.

there is a policy in COMPUTER Cinfiguration > Windows Settings > Local
Policies > User Rights Assignment > Perform Volume Maintenance Tasks
I set it up but didnt functioned
i dont know why?
as u c my problem is not solved yet
