Access to ADMIN$, c$, and Registry without having to install "File and Print Sharing"?

All 2000 Server and Professional machines. Is there any way to be able
to connect to ADMIN$, C$, and the Registry without having to install
"File and Print Sharing"? We have certain applications, specifically
ADMT2 right now to migrate computer accounts, that need this access to
all machines. 400 or so client machines do not have this service
installed, so we will have to visit each of these machines if
installing "File and Print Sharing" is the only solution (or if
someone knows how to remotely install this service??). If at all
possible for security reasons, we do not want to install this service
on the client machines but still have the access and be able to use
such applications. Any advice would be greatly appreciated.

Dishon, the "File and Print Sharing" is the user friendly name for the
Server service. To have any sort of remote access, you need the Server
service on your workstations.

Yes, it is more secure w/o it, but most people install it for exactly
the reason you're running into: remote administration is impossible w/o
it.

Oh, and no: I know of no way to install the Server service remotely.

From what you just said, it wouldn't be possible to install the Server
service remotely, because you need to Server service to do remote access.
So, you would need Server service to install the Server service.
 
Excellent point!! Duh!

Exceptions would be something that ran locally, like a login script or
via something like Telnet.
