The owner of the database has placed read/write access to the database
tables. Now when users try to open the database, a message appears that the
administrator has the database open when it is closed. How can this be
changed so that the database is able to be used by others? Why is the message
appearing in the first place? I appreciate any help you can offer. Thanks.
 
Did they place read/write privileges on the tables, or did they place those
privileges on the file?

To use a database, they need full permission to the file. If you want to
limit their activities, you do so by setting up user-level security and
granting permissions within Access.
