Access rights?

I've noticed some strange bahavior since applying the SP4
upgrade to one of my servers. Any new Terminal Services
user must be made a member of the Administrators group in
order to create the users profile and copy files into the
user folder in Documents and Settings. Once they have
logged in and the profile has been created they seem to
function fine (so far as I am able to tell) if I remove
the Administrators group membership. I get this message
when a Terminal Services user attempts to log on for the
first time:

"Windows cannot copy file C:\Documents and
Settings\Default User.WINNT\Start Menu\Programs\ to
location C:\Documents and Settings\test4\Start
Menu\Programs\. Contact your network administrator."

Once that box is acknowledged another box pops up that
tells me "Detail - access is denied"

No kidding.

Any ideas here? Permissions look to be nominal and I can't
seem to find the mechanism driving the restrictions.
