Access Reporting

I have 3 queries. Each provides performance measurements on employees. Not
every employee appears in all three queries. How can I create a report which
shows all employees and simply leaves a performance measurement blank if none
exists for a particular employee?
 
One method would be to create a main report based on a table/query of all
employees. Then use subreports for each of the other three queries.
