access permissions

I have previously had my network consisting of an XP
machine and a 98 machine, working. But it seems that
something has been changed on my xp machine that makes
the xp machine present this message "<Network name> is
not accessible. You might not have permission to use this
network resource. Contact the administrator of this
server to find out if you have access permissions. The
list of servers is not currently available." when you try
to view the workgroup.
The 98 machine can log on to he workgroup but only its
local folders it cant see the xp host.
I used the network setup wizard which reports a
successful completion, but in practice does not work.

Can anyone help me here.
I need to know how to change the "access permissions".
(Also, what are access permissions, and what may have
changed them?)

i worked out what was causing the access permissions
problem it was pc-cillin not having my network card as a
a trusted site. But now my win xp computer cannot see its
own folders nor the 98 computer, and the 98 computer can
only see its local folders.
Any ideas?
 
As it turns out it was firewalls that were causing
problems.
I turned off the Windows ICF and the PC-Cillin firewall
and the network works no problems. Only 1 question left,
will i have problems once i restart the xp host, and will
i need to turn off the firewalls everytime to get the
network going?
If so what do i need to list as trusted sites in my
firewall, and how do i find out the appropriate ip's for
this.

Perhaps someone else on the newsgroup or the PC-Cillin website can help you
with configuration of PC-Cillin. For the built in Windows ICF, however, you
need only open the following ports: TCP: 139,445 and UDP: 137,138, 445.
Note that this opens these ports up to ANY computer connecting to them, not
just those computers from certain 'sites'. This isn't a problem as long as
the computer is connected to the internet through a "broadband router" or a
broadband modem that has a built in firewall. You will need to open the
ports in BOTH firewalls for this to work.

You will likely need to open other ports for other activities you may wish
to do. The list of ports for applications at that site is not specific to
ICF. Those are the ports that will need to be opened in every firewall
between your computer and the computer you are trying to use a given
application with.
