Access not letting me do CommandBar anything!

Ugh,

I am trying to code command bars. I have my refernces set up to recognize
Office 11.0 Object Library.

But every time I try to create a Commandbar I get same message "Error '5',
Invalid Procedure Call"

This makes no sense. I have even copied and pasted code right out of the
help screen and I still get same message.

Any ideas? I really want to work with Command Bars and I'm not able to for
some funky reason.
