Access MDE without Access program

Can anyone tell me if you have to own Access and have it
installed on a PC to run an MDE ? Thanks.
 
Either that or you need to have the Developers liscense to distribute the
Access runtime.

For Access 2003 you can purchase Microsoft Visual Studio Tools. This product
contains the Developer Extensions which include a royalty-free Access
Runtime enabling distribution of Access solutions.

For previous versions you can buy Microsoft Office Developer which includes
the license for royalty free distribution of the runtime.
