I seem to have discovered that a listbox on a form is
limited to 65536 rows of data. Is that true?

Yes.
But anyone who has a listbox, or a combo box with more then 20, or 30
entries is really torturing the users anyway.
A listbox is fine for about a screen of data. A combo box can have a few
100, but really, any more then that, and you are making things difficult for
the user, and also are wasting a of precious bandwidth to load up such a
control.
