Access has been denied

I set "User must change password at next logon" in the
account options, so I'm expecting that the users who will
log in for the first time in our network will change the
password that I set for them.

The users who're using windows xp were able to change and
log in successfully, however, those who are using windows
9x are getting this error message:

"Unable to change the password for Microsoft Networking
because of the following error: Access has been denied"

I searched for possible solution to this and I come
across a certain post that's telling me to Go to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\LSA\Re
strictAnonymous on the DC with the PDC Emulator FSMO role
and change the key from 2 to 0. I checked the settings
and found that it was properly configured.

Anything else that you can advise me to do?

IS the everyone group a member of the pre-windows 2000 compatible access
group? If not, please add it.

Also, please make sure the everyone group is a member of "access this
computer from the network".
