access denied

lately I have had a problem with deleting, moving, renaming, etc., certain
files. I get a notice that access is denied and I am not permitted to do
anything with the file. The notice may say the file may be in use (which it
isn't) or the drive may be full (which it isn't) This is a very
exasperating situation. It could be a zip or exe file, etc. Has anyone had
this problem? . Are there any solutions that work. Any thoughts on this
would be appreciated.
