Access Denied when trying to open folder

I reinstalled Windows XP pro because system files somehow became corrupted. Now I can't access the files in my Documents and Settings folder for my previous username. In Safe mode I already assigned full control access to administrators, and I applied it to all subfolders. I essentially followed the steps in the following article

Now I am able to view the user folder, but I cannot access any of the subfolders (cookies, favorites, My Documents, etc.). When I try to set permissions for these folders in safe mode, windows tells me that I cannot change permissions but I can change ownership. I am truly baffled, as I don't know how else to access these files. Thanks for any help in advance.

Try explore and right click on the appropriate user
folder, properties, security. Play with these settings
and see if this helps.
