access denied when opening encrypted file. can not take ownership over

I have 3 computers on a very basic network. One computer for some
reason crashed and I took the hard drive installed it as a slave on
another PC and backup the files I needed using the windows backup
utility. Then I formatted the crashed PC and tried to restore the
backup files and realized that my sister had encrypted some of the
files. I tried to decrypt them, yet I get access denied. The system had
windows 2000 professional and so does the new one after formatting.
I hope there is any solution to this. I tried taking ownership over but
nothing changed, so now I cant copy of paste or even view the file. I
hope someone can help.

Does that also include the necessary keys?
If not the data for all practical purposes is gone for good since the data
can not be recreated.
