ACCESS DENIED TO FILES WHEN INSTALLING EVEN WHEN ADMINISTRATOR

WE HAVE RECENTLY UP TO A PROBLEM WITH XP PRO THAT IS
TELLING US ACCESS IS DENIED TO A NUMBER OF FILES THAT
NEED TO BE ACCESSED BEFORE BEING ABLE TO OPEN THE PROGRAM
ITSEFLA DN IN TURN CANNOT OPEN SOME IMPORTANT SOFTWARE WE
HAVE TRIED UNINSTALLING AND REINSTALLING THE AFFECTED
PROGRAMS BUT STILL NOTHING I CANT REINSTALL XP BECAUSE IT
DENIES ME ACCESS TO A SETUP FILE HAS ANYONE COME ACROSS
THIS BEFORE AND GOT ROUND IT WITHOUT USING THE DREADED
FDISK
 
Check file permissions for those files. Even administrator might not have
access. But more likely there is program running, which keeps those files
locked. Close all unnecessary programs and windows services before trying to
do setup or unistall. Also check for viruses!

You can rename locked files from command prompt even if that fails from
explorer. So try to rename those files from command prompt and then reboot.
After boot whichever progam previously locked those files cannot lock them
anymore, because it cannot find them.

Also check if those files are locked while booting to safe mode.
