Access Denied in Management Console

I am runninge WIndows 2003 Server for the purpose of a small VPN. I have installed and confgured successully the VPN server and the Domain Controller using the Administrator account.

After a reboot (due to a Microsoft Update), when I want to see or change the VPN settings, I get the error message "Access Denied".

Somewhere I must have changed a setting. Does anyone knows why I lost the access and how to get it back?

Some extra info to look at:

I re-installed Windows 2003 and now I have Access again. The only thing different is that

===> I HAVE NOT LOADED THE LATEST SECURITY PATCHES <====

Which I did load the first time around. Also the "Access Denied" did happen immediately AFTER I had loaded all latest security patches from Microsoft.

It makes me to believe that Somwhere in those patches (9 of them) is a bug that locks out the VPN management
