Access Denied Frustration

My bother moved a large folder full of files from an external hard drive to
a partition on his main drive. The folder appears in the new spot, and
disappeared from the original place. However, the folder is now
inaccessible. He can't open the folder or access the Properties page. The
error says, "Access denied. Make sure the file is not write protected."
He would like to delete the folder. How to do it?
He has the same problem with individual files in other folders. Can't even
select them in order to delete them.
Any idea why this has happened and how to "fix" it?

Thanks for the suggestion. However, it relies on being able to access the
Properties page, which is being denied.

Thanks. Passed this on to my brother. Apparently, according to TEG,
sometimes files and folders become unmovable for "mysterious" reasons?
