Access Denied error

I've been experiencing a very frustrating problem under
Win XP Pro. So far games affected are: Civilization 3,
Rise of Nations & 1503AD. I have 3 user accounts:

Administrator (admin + admin group)
Rod Lamb (admin group) main account I use
Guest (limited account) for family use

Any way I try to run these I get the following error:
"Access Denied: Please login with Administrator
privileges and try again"

Here's what I've tried so far. Uninstall>lreboot; login
as Administrator>reinstall; yet I still get this error.
So after searching for a fix I found:

Disable Simple File Sharing & "Take Control" of folders
and files. After having followed these steps, even
performing all this as the Administrator account I still
get the same error. I've also tried "Run as..." option.
As well as running the games under different
compatibility modes. And have attempted to install these
games as my main account which HAS administrator rights
because it is a part of the Administrators group. None
of it works. This is very frustrating, I have finally
have a machine that can run these games well and I can't
play them because of my OS being nitpicky about
permissions that by all appearances are setup properly.

If anyone knows how to fix this or how to get Microsoft
to take a look at what causes this and patch it
accordingly, I would greatly appreciate any help.

PS sorry if this is considered spamming I posted a reply
to a similar problem on page 4 but don't know if people
look at meesages that far back, I'm a first time poster
here.
 
I did a repair to the Win XP ro install and so far
everything works as it should. Although it would be nice
to find out what causes this error in the first place so
that I can avoid it in the future.
