Access delay to Lan

An access problem has developed in the last few days on accessing the
internet through my DSL Router. All indications in Network Connections and
via the Router access lights indicate a connection, but it will sometimes
take 5 min before actual access is allowed and a connection established. I
have redone all the Network Settings to no avail. The frustrating thing is
that the connection will eventually work. I have even disabled the firewall
to see if it was interfering somehow.

Win XP Home through a Cisco 677 router. This problem started after
installing KB828035. Not sure if that is pertinent. Any ideas as to where to
look?
 
Is the Cisco 677 trained (is the WAN light solid?) when
you try to access the Internet, or is the dely from its
training?
 
All light are solid. The LAN Connection in Network Connections indicates
enabled. However I cannot access the Internet or email and news servers for
3-5 minutes after boot. Once a connection comes up it is good unless I
reboot.
