I'm currently doing a contract assignment and have just found out that the
company must complete manually 200-300 T2200's manually.

Has anyone designed an access database that I am able to transfer the
payroll data from excel into access in order to get system produced T2200
forms completed?

I would greatly appreciate any assistance anyone would be able to provide me
as this would save me hours in designing a new database.

This newsgroup is actually about the Access Forms feature - not about
using Access to *print out* paper forms. You might want to ask the
question in the Reports newsgroup, or the Access General newsgroup.

I'm not familiar with the T2200 form and I'm not in Canada, so I can't
help - but I can suggest that you might want to just use the Report
designer to create a report which mimics the government form. You may
need to check with the government agency and find out whether
computer-generated reports are acceptable, or maybe even if they have
an online submission.
