I don't understand what you mean. Please clarify if this does not help:
Access is the database software component of Microsoft Office. Strictly
speaking, Access is the user interface, and development environment, and
comes with the default "Jet" database engine, and an alternative "MSDE" that
must be separately installed.
You can use it as a casual end user because it is user-friendly, as a power
user because it is very powerful even without much Visual Basic for
Applications (VBA) code, or you can use it to create developed database
applications, including code and error handling, that provide power to the
casual user while eliminating the need for those users to "know Access".
