Access 97 User Permission Problem

Having problem accessing application when attempting to modify a form. When
launching application getting message "You do not have the necessary
permissions to use ...... Have system administrator establish appropriate
permission for you" The person who created this application is no longer
around and no where to be found, and obviously has left us with a problem.
We are using Access 97 and would like to get by this so I can modify the
company information on the form. We cannot even upgrade this application to
a more current version of Access. This application works fine in Access 97,
it is the only Access DB left that requires Access 97 in our business, just
need to modify the form information.

I understand there are some utilities that may be able to bypass whatever
features this person built into it. Please advise me of any way or location
where I can get a tool that may allow us to access the application and
change whatever security features were set so we can upgrade this thing to
something current.

This application actually no longer resides on the PC that would have been
used to develop the application or create any workgroup file .mdw for the
application. We have a new operating system, since Win 98 when the
application was originally created. Getting error (3033) along with the
message, merely repeats the dialog box message presented when attempting to
open .mdb.
 
How can I get rid of all the security? For this application, it is not
necessary to have it secured as it is, what a mess, going crazy.
