Access 97 db has no administer permissions

I have an Access 97 database that had been developed by a
company that no longer exists and I need to view and
update its design but no users (including admin) have any
permissions other than open/run. None have Administer
permissions and the original database and MDW files are
not available. I've tried creating new workgroup
information files but this doesn't change the user/admin
permissions. How can I "open up" this database to read
and modify its design, particularly the forms and reports?

Please help by being specific as I've searched the
newsgroup many times and this question has been asked
before a few times but has never been correctly answered.

We purchased this MDB database 5+ years ago thereby making
us the legal owner but support is no longer available on
it as this supplier is no longer. It is an MDB that has
been created from another database, exported (I believe)
so that it contains no administer permissions. Are there
any prodedures available to reset the user security so
that we can update the design of some forms and reports
and possibly upgrade to Access 2000 design? Otherwise
we'll have to redesign the entire database and possibly in
a completely different app.

Anyone who needs to see this purchase agreement first
before providing the "unlock" procedures can leave a
message here.
