Access 2003 - file blocked

Hello,
I have created a file in access 2003 and when I try to mail it, it is
blocked by the receiver (I tried mailing it to several people and all of them
cannot open it) and they get a message "Outlook blocked access to the
following potentially unsafe attachments" or "Access to the following
potentially unsafe attachments has been blocked".
Is there a way to make this file safe so it will not be blocked?

The recipient needs to save the file to a folder, then right-click on it in
Windows Explorer and choose properties. In the lower part of the first
properties tab, their will be a button to unblock the file.
 
The recipient cannot save the file as he does not get it (there is no
attached file) - he just gets the message "Outlook blocked access to the
following potentially unsafe attachments" or "Access to the following
potentially unsafe attachments has been blocked" at the top of the mail.
 
There is a way for recipients to adjust their system settings so that Acces
files attached to e-mails are not blocked, but it is somewhat complicated,
and highly dependent on the version of Office on the recipient's system.
Instead, ZIP up the Access file and e-mail that, and have the recipients
unzip it.

If you ZIP the file must mail programs will let it through and then the
users can extract the file from the Zipped file.

In addition to John Spencer's method of zipping the file, you can adjust the
security settings in Outlook and in Outlook Express to allow the files
through. Go to Tools >>> Options and look through the available options
which change with the version.
 
You can adjust the settings IF your company's security policies allow
you access to the settings and allow you to adjust them.

Many businesses control the settings (at least as far as I know).
