Access 2002 + percent

Why does Access multiply percent by 100 (i.e. enter 3, comes out 300%). I
understand this is the format by looking under format property, numer & data
types. For Excel, if I format for % then enter 3, the value correctly
converts to 3% On our order entry forms, this will require the staff to
remeber to enter .3 for a 30% discount. Yes, I know, I can go back and divide
by 100, does this not defete the purpose? 3 (%) is .03 not 300.
 
The number 3.00 is 300%. This is correct. If you have tables with numbers
susch as .25 .20 .10 etc. you would see them formatted correctly as 25% 20%
10% etc if you format that column to 'percent'. If you have numbers in a
table such as 3.0 3.5 etc. You would see 300% 350% etc. This is corect.

This is a format. It changes the way a number looks, but not the actual
number.

Access is working in a mathmatically correct manner.
