Access 2002 not enforcing permissions

I ran the security wizard, and set up users, groups, and relevant
permissions, but Access isn't enforcing them. When I log on at Data Entry
level, I still have Admin privileges. The boxes are unchecked in the
Permissions box, but I can still do everything. What have I not done?

Setting up Access User Level Security correctly is pretty tricky, and it's hard to say where you went wrong, but the
best thing to do would be to start over again with a fresh database.

There are several tutorials on this; the best and simplest one to follow is Joan Wild's:

I'm actually way ahead of you. I looked at Joan's instructions (very good),
but couldn't find anything I hadn't done. I also tried running the security
wizard on a backup copy of the database, also to no avail. Maybe I should
try again, turning my brain off and following Joan's instructions step by
step. That doesn't sound very promising to me; I'll consider it a last
resort.

If you want to do this properly then you must be patient and take the time
to understand how it all works. Essential reading is the MS FAQ in
user-level security (link on my web site). You must follow all of the steps
in the order given and omit nothing.

The only way you'll get this right is to fully understand ULS and follow the instructions step by step ... don't
overlook anything, and don't sidestep or fall into the "I'll do that later" trap. Simply put, if you can login to your
db without a passowrd, or if your permissions aren't "sticking" you missed a step somewhere.

I'll have to just start over with an unsecured backup of my database, and
this time pretend I have no idea what I'm doing and follow instructions step
by step. I was hoping there was some setting I missed somewhere that would
fix the problem, but it looks like not. Thank you for your responses.
